About Union Aid

Union Aid is a non-governmental organisation, registered under Societies Act 1860 in 2012. Union Aid was established by Dr. Toryalay Nassery and initiated its activities in health sector after its establishment in 1979 that formally commenced from 1980 with the prior permission from Ministry of SAFRON, Government of Pakistan. Union Aid is actively providing health care services, education, scholarships, vocational training and family support programs.

Union Aid was established in 1979. It was one of the pioneer organizations serving Afghan refugees in Pakistan by providing regular support in health, nutrition, WASH, education, livelihood, emergency response, environmental protection, and much more such as:

These programs were implemented with the support of different donors, including UN agencies such as UNHCR, WHO, WFP, UNFPA, and international organizations such as MI, IRC, Care International, Canada Fund, AFV, Otto Benecke Foundation, and many others. Besides in the 1980s Union Aid was providing health programs in all provinces of Afghanistan. Currently, Union Aid implements various projects in health, livelihood, education, rehabilitation of basic infrastructures, and humanitarian response projects in more than 13 provinces of Afghanistan.

Union Aid invites sealed tenders from registered suppliers for the supply of the following items at Noor Gal District, Kunar Province, Afghanistan

Terms & Conditions:

1. Tender documents can be collected from House No. 01, Street No. 2, Dan Nal, Bagh-e-Bala, Kabul, Afghanistan. From 08:00 AM to 04:00PM, Sunday to Thursday. The tender pack can also be downloaded from our website www.unionaid.org. and www.acbar.org Tender document can also be collected by sending email request to logistics@unionaid.org
2. Sealed tenders should reach House No 01, Street No 2 Dan Nal,Bagh-e-Balah, Kabul Afghanistan. before 04:00 PM hours on 01 Oct 2025 and should be clearly marked “TENDER - Not to be opened before “10:00 AM on 02 Oct 2025 ”
3. Tenders will be opened on 02 Oct 2025, at Time 10:00 AM hrs. in the presence of suppliers or their representatives, who wish to witness the tender opening.
4. In case a public holiday is announced by the Government (Due to any reason) the tender will be opened the next working day at the same time and venue.
5. The Supplier must quote only one option for each item. Bids received with more than one options and rate will be rejected.
6. Tender committee reserves the right to change the quantities or cancel/reject any or all offers without assigning any reason, if any selected bidder refuses to accept the order for the offered lot/lots or refuses to sign the contract, Union Aid reserves the right to forfeit the bid security of the bidder.
7. Suppliers must not be engaged in any corrupt, fraudulent, collusive or coercive practices, including but not limited to applying/ bidding by multiple names/companies. If any bidder is found to be involved in such practices his/her bid may be rejected, and the companies in question may be permanently black listed
8. The awarding will be fulfilled by the supplier/Company and Client (Union Aid), based on the following criteria (Refer to tender pack document number 2 for evaluation criteria)

1. Physical capacity assessment of the supplier
2. Annual turnover (Income and bank statement)
3. Quality based on the sample check
4. Relevant Experience                               

 

9. All values in the unit price column should be entered carefully. In case there is any discrepancy between the unit price and total amount, the value put in the unit price column will govern.
10. Payment details of the supplier must be clearly stated, e.g. Company's available bank account details.
11. Any shortage of any required items in the market or inflation problems will negatively impact Union Aid supplies. The supplier is expected to inform of the shortage of Vehicles ate the time (5 days before the supply date). Union aid will select the available alternative brand.
12. The supply of Rental Vehicles should be in Nor Gal District of Kunar Province, Afghanistan.
13. Suppliers who fail to submit any of the below mandatory documents will not proceed to the evaluation stage:

• a. Company Registration Certificate with the Ministry of Industry and Commerce
• Company Bank Statement and Annual Audit Report
• Recent tax clearance evidence with the government.
• 5% Bid Bank Guarantee
