Union Aid was established by Dr. Toryalay Nassery and initiated its activities in health sector after its establishment in 1979 that formally commenced from 1980 with the prior permission from Ministry of SAFRON, Government of Pakistan. Union Aid was established in 1979. It was one of the pioneer organizations serving Afghan refugees in Pakistan by providing regular support in health, nutrition, WASH, education, livelihood, emergency response, environmental protection, and much more such as:

These programs were implemented with the support of different donors including UN agencies such as UNHCR, WHO, WFP, UNFPA, and international organizations such as MI, IRC, Care International, Canada Fund, AFV, Otto Benecke Foundation, and many others. Besides in the 1980s Union Aid was providing health programs in all provinces of Afghanistan. Currently, Union Aid implements various projects in health, livelihood, education, rehabilitation of basic infrastructures, and humanitarian response projects in more than 13 provinces of Afghanistan.

Union Aid invites sealed tenders from registered suppliers for the supply of the following items at House #09, 2nd Street, Balkh University, District 06, Mazar-e-Sharif, Balkh, Afghanistan

Terms & Conditions:

  1. Tender pack can be downloaded from our website www.unionaid.org and www.acbar.org. Tender document can also be collected by sending email request to info@unionaid.org.
  2. Sealed tenders should reach House No 01, Street No 2 Dan Nal, Bagh-e-Balah, Kabul Afghanistan. before 04:00 PM hours on 08th February 2026 and should be clearly marked “TENDER”.
  3. Tenders will be opened on the same day i.e., 09th February 2026 at Time 10:00 AM hrs. in the presence of suppliers or their representatives, who wish to witness the tender opening at House No 01, Street No 2 Dan Nal, Bagh-e-Balah, Kabul Afghanistan.
  4. In case a public holiday is announced by the Government (Due to any reason) the tender will be opened the next working day at the same time and venue.
  5. The Supplier must quote only one option for each item. Bids received with more than one options and rates may be rejected.
  6. Tender committee reserves the right to change the quantities or cancel/reject any or all offers without assigning any reason, if any selected bidder refuses to accept the order for the offered lot/lots or refuses to sign the contract, Union Aid reserves the right to forfeit the bid security of the bidder.
  7. Suppliers must not be engaged in any corrupt, fraudulent, collusive or coercive practices including but not limited to applying/ bidding by multiple names / companies. If any bidder is found to be involved in such practices his/her bid may be rejected and the companies in question permanently black listed
  8. The awarding will be fulfilled by the supplier/Company and Client (Union Aid), based on the following criteria (Refer to tender pack document number 2 for evaluation criteria).
  1. Quality based on the sample check
  2. Relevant Experience
  3. Price                              

 

  1. All values in unit price column should be entered carefully. In case there is any discrepancy between unit price and total amount, value put in unit price column will govern.
  2. Payment details of the supplier must be clearly stated e.g. Company available bank account details.

 

  1. Any shortage of any required items in market or inflation problems will negatively impact Union Aid supplies, Supplier is expected to inform the shortage of supply at the time (15 days before the supply date). Union aid will select the alternative available brand.
  1. The supply of medicine and consumables should be in Field Office, Balkh Province.
  2. All Medicines and consumables should have more than 18 months of useful life (Expiry date).
  3. Any supplier must provide a Quality Control or Laboratory Analysis Certificate upon request by Union Aid.
  4. Suppliers who fail to submit any of the below mandatory documents will not proceed to the evaluation stage:
  1. Valid and updated Company Registration Certificate with the Ministry of Industry and Commerce
  2. Company Bank Account Details or Bank statement
  3. Recent tax clearance evidences with the government.
  4. 5% Bank Guarantee of Quoted Amount
  1. ONLY SHORTLISTED SUPPLIERS WILL BE CALLED FOR THE SAMPLE CHECK.

 

نکات مهم:

 

1. تأمین‌ کنند گان/شرکت های که هر یک از اسناد اجباری زیر را ارائه ندهند، به مرحله ارزیابی راه نخواهند یافت:

 

ا. مجوز ثبت شرکت معتبر و به ‌روز شده از وزارت صنعت و تجارت.

ب. جزئیات حساب بانکی شرکت یا صورت حساب بانکی.

ج. مدارک تسویه حساب مالیاتی سال اخیر با دولت.

د. ضمانت نامه بانکی معادل ۵٪ از مبلغ پیشنهادی.

 

2. اعطای قرارداد توسط تأمین‌ کننده/شرکت و کارفرما (اتحادیه امداد) بر اساس معیارهای زیر انجام خواهد شد (برای معیارهای ارزیابی
