Union Aid was established by Dr. Toryalay Nassery and initiated its activities in health sector after its establishment in 1979 that formally commenced from 1980 with the prior permission from Ministry of SAFRON, Government of Pakistan. Union Aid is actively providing health care services, education, scholarships, vocational training and family support programs.
Job Description:
Summary:
Under the guidance and supervision of the Executive Director and Program Manager and in cooperation with Program Advisor, health authorities, health facility supervisors, project staff and beneficiaries, the Health Project Manager will be responsible to develop, lead, monitor and evaluate the assigned health projects. This involves effectively managing and reporting on the projects in line with the objectives, timeframe and budget with a focus on health system strengthening, training and coordination. Other important aspects of the role include managing and training primary health care staff to meet MoPH quality standards in health care delivery, encouraging beneficiary participation, liaising with other stakeholders, and anticipating, planning, and contributing to the development of new health project proposals and reports.
The Health Project Manager is based on Blakh, and will travel to Kabul and provinces when required.
Key Activity Areas:
Health Project Management
- Manage the assigned health projects in order to meet the project objectives within budget and the allotted time frame and report promptly any operational concerns (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget).
- Provide strong leadership of the assigned health projects, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health authorities and local health staff.
- Contribute to development of an effective strategy including proactive planning for responsible exit.
- Set clear objectives and indicators for health activities.
- Continuously monitor and supervise health activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health team.
- Provide input into the integration of beneficiary participation in all aspects of the project.
- Ensure accurate reporting of activities according to the Donors formats; if not applicable, preparing the formats when required.
- Set clear objectives and indicators for health activities.
- Continuously monitor and supervise health activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health team.
- Provide input into the integration of beneficiary participation in all aspects of the project.
Staff Management
- Line-manage the entire project’s staff including day-to-day management, development and training, appraisals, etc.
- Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of current work plans and to provide the opportunity for feedback.
- Provide coaching and training to staff in order to develop ownership and full responsibility for activities.
Financial Management
- Manage the health budget for the projects and ensure all expenses are according to budget and meet the Union Aid standards regarding financial management, including accountability and good governance.
Communication & Coordination
- Develop appropriate and supportive communication structures with relevant stakeholders (e.g. beneficiaries, community leaders, government officials, UN agencies and other NGOs).
- Participate in health coordination meetings/health cluster hubs, Union Aid internal trainings, and other working groups, representing Union Aid and feeding back on relevant issues.
Procurement and Logistics
- Support the procurement and logistics activities of health staff, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned health facilities and activities.
Quality Management
- Promote and use Union Aid operating procedures.
- Ensure projects are implemented in line with donor requirements and in accordance with Union Aid, donor standards.
Team Spiritual Life
- Reflect the values of Union Aid with team members, filed staff, beneficiaries, and external contacts.
This job description covers the main tasks that are anticipated. Other tasks may be assigned as necessary by Line Manager.
Job Requirements:
- MD / MPH.
- Strong working knowledge of English, Pashto and Dari (spoken and written).
Experience / Competencies
- 5 years’ post-qualification nursing/medical professional experience.
- At least 1-year management experience in a health context.
- Ability and willingness to manage project implementation.
- Able to priorities clearly, oversee multiple tasks, set clear objectives for staff and delegate.
- Capacity to work under pressure and manage personal stress levels.
- Creative, open-minded, flexible, self-learner. Team-player with good inter-personal skills.
Working Conditions
- This is a field-based position and working and living conditions may be very different to that previously experienced.
