Job Description:
Summary:
Union Aid will provide health care services in Balkh province in six Basic Health Centers (BHCs) in line with the BPHS structure under the guidance and supervision of the Health Project Manager and in cooperation with the health authorities, health facility supervisors, staff, and beneficiaries, the Health Supervisor (MCH/HMIS) will be responsible to ensure that Union Aid health program achieve its objectives, improve health outcomes for beneficiaries, are cost-effective and sustainable, and conform to Union Aid and Ministry of Public Health (MoPH) policies.
The Health Supervisor (MCH/HMIS) will be based in Balkh (Mazar E Sharif) and will travel to fields in Balkh that are covered by the project.
- Health Management information System (HMIS)
Data Gathering, Coordination, and Analysis.
- Develop appropriate training plans for building the core health staff and alert the lack of response in the quality of data and reports from the health facilities
- Ensure that data received from health facilities are compiled in the DHIS2, analyzed, verified, and shared with health-related departments for review and feedback.
- Conduct facility data collection of all service reports in collaboration with the M&E officer
- Conduct data validation and audits to all health facilities in coordination and collaboration with M&E officer
- Facilitate weekly collection of Nutrition reports from health facilities and timely
- Ensure timely reporting of all services delivered are entered and reported in the DHIS2 system
- Facilitate and prepare reporting rate summaries and trends for key indicators tracked in health for use during data review meetings with the project manager, health coordinators health facilities staff
- Ensure that data for key indicators are analyzed, prepared on visible charts, graphs and pasted on health facility walls properly and updated on monthly basis
- Support in the monthly, quarterly, bi-annual, and annual report writing processes with updated data captured on key performance indicators
- Conduct field investigation, provide technical support for vulnerability assessment, risk mapping and development of preparedness
- Receive, review and archive in a computerized system on a monthly basis the DHIS2 from all the health facilities supported by Union Aid and ensure that data is kept secure including having data backups and supporting document
- Ensure timely installation, updating and using of DHIS2 system to keep relevant data accurate and safe
- Oversee DHIS2-related files, records and documents,
Data Storage Management
- setting up a storage system for all submitted weekly and monthly reports from health facilities through use of arch lever files
- Maintain a strong monitoring and data collection system that ensures accurate data capture, collation and report generation for program staff to improve their analytical capacities and contribute data to the M&E system.
- Maintain internal project database and prepare analytical reports every month and share them with the project Managers, and health coordinator for review and corrective action.
- Actively participate in staff meetings at the project level and country level
Health Data Reporting
- Design, receive and supply on time the HMIS tools to the health facilities as per the guidelines and standards
- Draft HMIS tools PRF as per the procurement plan and properly follow up with the relevant departments to receive the tools on time
- Ensure timely and accurate reporting by health facilities and implementing partners using DHIS2.
- Generate statistical reports as needed to support the production of narrative reports for internal decision making, and communication with stakeholders and partners.
- Produce monthly achievement of health facilities against targets to measure performance and share with project manager and health coordinator.
- Collaborate with project coordinators, health officers in conducting quality benchmark monitoring in health facilities
- In collaboration with the M&E officer, contribute to the development of an internal data quality improvement plan for health facilities
- Play an integral role in data analysis, and contribute to the writing and reviewing donor and internal reports
- Maintain quality, accessibility and functionality of DHIS2
Capacity building
- Provide guidance, on the job training and support to health staff at the health facilities level to use properly the HMIS tools and submit the accurate report on time
Other Tasks
- Participate in Health data strategic planning with other agencies and partners
- Any other tasks given by line manager.
- MCH (Mother Child Health)
- Review and analyze national maternal and newborn health policies, strategies, plans and guidelines, programs and related legislation
- Coordinate maternal and newborn health care activities
- Regularly supervise and monitor the MCH section of the BHCs and provide the action plan accordingly
- Follow up the safe and clean deliveries at the BHC level and support if any complicated cases happened
- Advise the national maternal and newborn health task force in the development of strategies for maternal and newborn health including Family planning.
- Provide technical assistance in the development of operation plans and tools for midwives and facilitate the dissemination of maternal and newborn health including family planning strategies, plans and relevant tools.
- Provide technical assistance for the implementation of maternal and newborn health including family planning interventions
- Provide support and training to the midwifes
- Provide tools and equipment required for the MCH section of the BHCs
- Establish and coordinate effective partnership with key stakeholders and donor agencies involved in maternal and newborn health including family planning
- Promote and implement operations research for maternal and newborn health including family planning
- Providing support to vaccinator and midwife for conducting health education session such as EPI, Nutrition, Diarrhea and respiratory diseases
- Support the midwifes to Conduct health awareness sessions regarding the MNCH, hygiene and safe delivery
- Supervision and support of Vaccinator and Midwife outreach teams, in routine EPI, PD-Hearth, and Home Basic Life Safe Skills (HBLiSS) antenatal and postnatal care, ensuring provision of high quality clinical care.
- Ensure follow up of patients dropped out of clinic and those identified children in target of malnutrition.
- Participate in monitoring and evaluation of maternal and newborn health including family planning in the BHCs
- Perform any other duties as required for the success of the Programme.
Other Tasks
- Participate in Health related trainings, planning with other agencies and partners
- Any other tasks given by line manager.
Job Requirements:
- Graduated From Recognized Medical University,
- At least 3 years of proven experience of working with NGOs, UN in implementation of BPHS project along with HMIS/MCH,
- Effective communication skills with fluency in English Persian and Pashto,
- Strong building relationship skills with MoPH , PPHD and health project implication organizer and stakeholders,
- High communication skills to establish relationship with body coordination’s,
- Good in report writing and required computer skills (MS office) Proficient in Microsoft Office program,
- Team work spirit, disciplined, hard worker and capability to respond challenging conditions,
- Being flexible regarding working hours,
- Willingness to travel to the site areas.
