Union Aid was established by Dr. Toryalay Nassery and initiated its activities in health sector after its establishment in 1979 that formally commenced from 1980 with the prior permission from Ministry of SAFRON, Government of Pakistan. Union Aid is actively providing health care services, education, scholarships, vocational training and family support programs.
Job Description:
Union Aid requires Finance / HR Assistant for the project of “Basic Health Centres in Herat Province, “funded by AFV Germany. The Finance / HR Assistant will be responsible for assisting in implementation of rules and regulation and maintains efficient and effective financial and HR documentations under the supervision of Health Supervisor.
Main Responsibilities:
Finance
- Preparing of vouchers and properly recording in QuickBooks system.
- Keep accurate records for all daily transactions.
- Reconciling of daily, monthly and yearly transactions in the QuickBooks.
- Prepare Bank reconciliation on monthly base.
- Track bank deposits and payments
- Review and implement financial policies.
- Checking of all expenses according to the approved budget lines.
- Recording financial transactions of the site in primary books of accounts (Company Cashbook and QuickBooks).
- Ensuring final check and verification of financial documents before payment of cash.
- Make sure that all original financial documents are filed and kept in a safe place.
- Make sure the asset (fixed assets and material) of the project is well recorded.
- Manages the bank accounts and cash flow
- Responsible for opening new bank account for newly hired staff.
- Keep soft and hard copies of financial records for all over financial activities and transactions.
- Ensure all bills, vouchers and any other documents related to financing have been signed and approved at the appropriate date and kept recorded.
- Cash clearance with health facility based on advance received on monthly base.
Human Resource
- Align all activities of HR in accordance to applicable HR policies of Union Aid,
- Responsible for preparation and management of timesheets,
- Responsible for preparation of monthly attendance report,
- Responsible for preparation of monthly payrolls,
- Responsible for management and maintenance of personnel files,
- Responsible for keeping updated leave database and leave forms,
- Responsible for constructive and timely performance evaluations within the probationary period and at the end of the year,
- Responsible for orientation of newly recruited staff,
- Responsible for maintaining travel and mission report in update file,
- Managing the recruitment, interviewing and hiring of qualified job applicants, collaborates with management,
- Handling discipline and termination of employees in accordance with Union Aid policy,
- Ensure the organizations human resource policies to be practiced on recruiting, retention, and planning,
- Providing support and guidance of HR to the management and other staff, providing investigating report as a proof in case of terminations,
- Overseeing employee disciplinary meetings, terminations, and investigations,
- Maintaining compliance with government policies & employment laws and regulations to ensure Union Aid practices aligned with Government policies,
- Maintaining management guidelines by preparing, updating, and recommending human resource policies and procedures,
- Identifying and recommend areas of improvement to internal standard operating procedures, including team restructuring and morale,
- To perform any other tasks assigned by line manager.

Job Requirements:
- BBA in finance
- Two years practical working experience in finance with local NGOs or International NGOs,
- Professional is using QuickBooks,
- Good written and fluent verbal communication skills in Pashto, Dari and English.
- Proficient in Microsoft Office program and QuickBooks.
- Good communication skills, team work spirit and capability to respond challenging conditions.
- Proactive, persuasive, and ability to work under stress and with deadlines.
