About Union Aid
Union Aid (UA) is a non-governmental, non-profit, non-political humanitarian and development organization established by Dr. Toryalay Nassery (an Afghan scholar) in July 1979 in Peshawar, Pakistan. It was formed in response to the influx of refugees from Afghanistan and was the first/pioneer organization to serve the Afghan refugees in Pakistan. Union Aid implemented its activities mainly in refugee camps that later became villages, which was one of the biggest refugee camps in the world at that time. UA initiated its activities in Afghanistan in the 1981 and gradually expanded its services all over Afghanistan. UA started its activities with two doctors and two paramedical staff that gradually expanded to various programs, including:
Health Care & Nutrition: Establishment and management of hospitals and clinics, maternal and child health services, nutrition programs, family planning, as well as full sponsorship and specialized treatment of patients in European countries including Germany, Spain and Italy.
Food Security: Distribution of food items throughout the country.
Education: Literacy initiatives, school management, scholarships for students, and teacher training programs.
Livelihoods & Vocational Skills: Technical training, handicraft production, and employment generation activities to strengthen self-reliance.
WASH & Shelter: Provision of clean drinking water, sanitation facilities, hygiene promotion, and emergency shelters.
Emergency Response: Life-saving interventions including food and non-food distributions, winter relief packages, and rapid health responses during crises.
Agriculture & Environment: Tree plantation and afforestation initiatives to support sustainability and environmental resilience.
Protection: Women empowerment projects, orphanage centers, and demining project.
Cash Assistance: Continuous financial support for needy families and internally displaced persons (IDPs).
Job Description:
Position Overview:
Under the overall leadership of the Executive Director, the Programme Adviser is the organizational lead in crafting performance monitoring, analysis, and reporting for the Union Aid Executive Director and Program Manager. He/she will have primary responsibility for ensuring the delivery of high-quality, evidence-based, results-oriented reporting on Union Aid's progress against strategic plan goals and objectives. This will also entail representing Union Aid in the absence of the Director.
Through his/her role in strategic planning and corporate innovation, the program advisor's work will be directly related to the reputation and understanding of the organization's effectiveness vis-a-vis external stakeholders and the organization's management and accountability systems. He/she will directly contact the Executive Director, Program Manager, and senior managers in the Operations and Management teams.

Key Responsibilities:
- Provide strategic advice to the Executive Director and Program Manager, on management and corporate strategic issues requiring his/her decision or response.
- Conceptualize, develop, and promote strategies for effective and harmonized strategic planning, monitoring, and reporting across the Union Aid.
- Contribute to developing and refining program strategies aligned with Union Aid's mission and goals.
- Identify emerging needs and opportunities in the development and humanitarian sectors, particularly focusing on vulnerable communities, women, and children.
- In cooperation with other relevant units, support the organization in and advise management on the development and rationalization of policies, systems, tools, and guidelines for strategic planning, monitoring, and reporting;
- Identify and analyze opportunities and options and prepare policy proposals, and statements as required by ED/PM or senior management bodies.
- Ensure program designs incorporate best practices, and evidence-based approaches, and are tailored to the specific context and needs of target communities.
- Provide technical expertise and guidance to project teams throughout the project lifecycle, including but not limited to sectors such as education, healthcare, livelihoods, and protection.
- Conduct regular field visits to provide hands-on support, troubleshoot challenges, and ensure quality implementation.
- Identify and analyze problems with the program and prepare recommendations for review and approval. Collect, analyze, assess, and summarize information relevant to the decision-making process and develop recommendations for final approval and implementation.
- At the request of the Executive Director, represent Union Aid in international and inter-agency meetings and, ensure Union Aid interests are well represented at all times.
- Facilitate capacity-building initiatives for Union Aid staff to enhance their skills and knowledge in program management, monitoring, and evaluation.
- Foster a culture of learning and knowledge sharing within the organization.
- Represent Union Aid, including the Afghanischer Frauenverein e.V (AFV), in relevant coordination meetings and forums at local, regional, and national levels.
- Advocate for the needs of vulnerable populations, particularly women, children, and PWDs.
Job Requirements:
- Advanced university degree and professional qualification in Public Administration, Public Health and/or management, national/international development, or relevant discipline.
- Minimum of 5 years of experience in program management, preferably in the humanitarian or development sector in Afghanistan.
- Skilled strategic thinker and excellent analytical abilities;
- Proven track record of success in policy and strategy development and implementation;
- Excellent analytical, communication, and interpersonal skills.
- Fluency in English, Dari, and Pashto.
